    Vice Adm. Jody Breckenridge, the Coast Guard Pacific Area commander, offers thanks and congratulations to the crew of the U.S. Coast Guard Cutter Waesche and welcomes them to their new homeport at Coast Guard Island in Alameda, Calif., Feb. 28.
