MILLINGTON, Tenn. (March 8, 2016) Rear Adm. P. Gardner Howe III, president of U.S. Naval War College (NWC) in Newport, Rhode Island, briefs Bureau of Naval Personnel (BUPERS) and Navy Personnel Command (NPC) leaders during a visit to Millington.
