    Petty Officer 2nd Class Matt Rowley, builder, assigned to Joint Special Operations Task Force-Philippines, uses a four-foot level to make sure the column forms for a bathroom are plumb (vertical) and set prior to filling them with concrete. Navy Seabees are building an elementary school in Barangay (community) Kagay. About 25 Seabees are in the Philippines on an eight-month deployment; originally from Naval Mobile Construction Battalion 1 out of Gulfport, Miss.
