Richard Kostro, from Chicago, Ill., attached to the 321st Tactical Psychological Operations Company, 16th Psychological Operations Group, presents Iraqi Police Col. Sadiq, commander of the Dhi Qar police media cell, with a framed photograph at the Provincial Joint Command Center in Nasiriyah, Dhi Qar, Iraq, Jan. 6. The photograph was a token of the partnership between the two agencies, and their continued effort in the reconstruction in Iraq.
