U.S. Army Capt. Mark Grado, assigned to Joint Special Operations Task Force-Philippines, presents Fazlur-Rahman Abdulla and other distinguished guest a plaque at an Area Coordination Center inauguration ceremony in Barangay Saimbangan. JSOTF-P assisted with the development of the three buildings. The ACCs are intended for government leaders to discuss concerns addressed by the community to help improve conditions in the area.
