    Lacee Sell (center), Unified School District 473 superintendent, signs her name to a charter declaring the partnership between three schools in the district and 5th Squadron, 4th Cavalry Regiment, 2nd Armored Brigade Combat Team, 1st Infantry Division, Oct. 9 at Chapman, Kan.
