U.S. Army Capt. Charlie Clayppol, assigned to Joint Special Operations Task Force-Philippines Civil Affairs Team 734, looks on as Isabela City Mayor Cherrylyn Santos-Akbar lowers a capsule containing blueprints and maps of an Area Coordination Center. Funded by JSOTF-P with support from the Armed Forces of the Philippines, the ACC will be used by government officials for disaster planning, as well as serve as a venue for local celebrations.
