A new Four Star flag flies after the U.S. Navy Admiral Robert F. Willard assumes control of Pacific Command at a Change of Command Ceremony at Nimitz-MacArthur Pacific Command Center at Camp H. M. Smith, Hawaii, Oct. 19. Adm. Willard was given command by Secretary of Defense Robert Gates after the retirement of Adm. Timothy Keating.
