A formal gathering showing a mixed audience of Arab dignitaries in traditional Gulf attire (thobes and keffiyehs) seated in the front rows alongside Western military personnel in camouflage uniforms in the background. The event appears to be an official ceremony or meeting, likely a civil-military engagement given the mix of attendees. Water bottles are placed on the floor near the front-row seats.

Many sheiks from Al Anbar province came to show their support at a transfer of authority ceremony from the last two remaining Marine Corps Regimental Combat Teams, RCT-6 commanded by Col. Matthew A. Lopez, and RCT-8, commanded by Col. John Love, who transferred authority to the 504th Parachute Infantry Regiment, 1st Brigade Combat Team (Advise and Assist Brigade) of the 82nd Airborne Division, commanded by Col. Mark Stammer, at Camp Ramadi, Iraq, Sept. 26. With the help of interpreters, Iraqis listened to a translation of the ceremony through headsets.
