    U.S. Army Gen. David H. Petraeus, commander, United States Central Command makes his remarks at the dedication ceremony for the Lt. Cmdr. Otis Vincent Tolbert Joint Intelligence Center at MacDill Air Force Base, Florida, Aug. 26. Tolbert was killed in action at the Pentagon on 9/11.
