Lt. Col. James “Dave” Lander, commander, and Command Sgt. Maj. Todd R Nibarger, senior enlisted noncommissioned officer, both assigned to 1st Battalion, 28th Infantry Regiment, 4th IBCT, 1st Infantry Division, fold and case the battalion colors during and inactivation ceremony at Cavalry Parade Field April 9, on Fort Riley. The “Black Lions” were the first of six battalions in the “Dragon” brigade to case its colors as a result to the Army’s continual restructuring of divisional units.
