French Navy Commando Service-members load a Rigging Alternate Method Zodiac into a Marine Heavy Helicopter Squadron 461 CH-53E helicopter prior to a helocast joint training mission in the Gulf of Aden, June 3, 2009. The helocast mission comprised of dropping a Rigging Alternate Method Zodiac out the back of the CH-53E over the Gulf of Aden, followed by the French Navy Commando team members. The service members of Combined Joint Task Force-Horn of Africa, headquartered in Djibouti, employ an indirect approach to counter violent extremism. Through a strategy of cooperative conflict prevention the task force helps build the internal capacities of countries at risk to prevail against extremists exploiting instability.
