A tan/desert-camouflaged military MRAP (Mine-Resistant Ambush Protected) vehicle is equipped with a front-mounted articulating arm or boom attachment, likely a route clearance or IED detection/neutralization device. The vehicle is stationary on a sandy, arid surface with a perimeter fence visible in the background. The setting appears to be a military base or forward operating base in a desert environment.
