Vice Admiral Dirk Debbink, chief of Navy Reserve, presents the Navy and Marine Corps Commendation Medal to Petty Officer 1st Class William J. Frost, naval aircrewman, assigned to Helicopter Sea Combat Squadron 85. Frost was selected as the 2009 Reserve Sailor of the Year, on May 21. Frost will return to Washington in July where he will be promoted to chief petty officer.
