    Arlington 'Flags In' Tribute Begins Memorial Day Commemoration [Image 2 of 4]

    Military personnel in desert camouflage uniforms are placing small American flags at grave markers in what appears to be Arlington National Cemetery. The central figure carries a large bundle of flags on their back and is bending down to plant a flag in front of a white marble headstone. This activity is consistent with the annual 'Flags-In' ceremony traditionally conducted before Memorial Day.
