Operations Specialist 1st Class Toccara Carter, a Recruit Division Commander (RDC), instructs new female seaman recruits on proper hair grooming standards at Recruit Training Command (RTC) here, Jan. 6. Female recruits arriving to RTC after Jan. 1 are participating in a hair pilot program through March, allowing leadership the opportunity to evaluate the option of foregoing an initial haircut for females and having the recruits' RDCs teach them proper hair grooming standards before entering the fleet. RTC Great Lakes, the Navy's only boot camp, trains approximately 37,000 volunteer civilian recruits annually, transforming them into basically trained Sailors. (U.S. Navy Photo by Lt.
