An officer candidate with the 136th Regional Training Institute’s Officer Candidate School (OCS) receives his commission and is promoted to the rank of second lieutenant in the U.S. Army during a ceremony held at Camp Mabry in Austin, Texas, Aug. 11, 2012. The RTI OCS program follows the same program of instruction and course management plan used by the U.S. Army OCS school at Fort Benning, Ga.
