Jorge Garcia, Nov. 19, 2014 at Joint Base Elmendorf-Richardson, Alaska. This year’s winner was Sgt. 1st Class Armando Delgado with the 3rd Battalion (Airborne), 509th Infantry Regiment who won the honor of USARAK’s top career counselor for the 2nd consecutive year.
