Bill Laspina, United States Agency for International Development (USAID)/ Office of Foreign Disaster Assistance (OFDA), facilitates the Joint Humanitarian Operations Course at Joint Enabling Capabilities Command, headquartered in Norfolk, Va., Sept. 25-26.
