Army Maj. Gen. William Roy, Joint Task Force Civil Support commander, and Navy Command Master Chief Jeffrey Covington, JTF-CS senior enlisted leader, cut the cake during a change of responsibility ceremony here Nov. 14, 2014. During the ceremony, Army Command Sgt. Maj. Richard Capps, JTF-CS outgoing senior enlisted leader, relinquished responsibility and turned it over to Covington. The senior enlisted leader of a unit is charged with mentoring enlisted military members, upholding standards, enforcing discipline and giving sound advice to the commander and members of the unit.
