U.S. Army Spc. Randy Florendo, 55th Signal Company (Combat Camera), temporarily assigned to 3rd Marine Expeditionary Brigade, Joint Task Force Balikatan, rolls on a fresh coat of paint at the health clinic at St. Clare Patronage for the Sick while participating in a community relationship project in Pandacan, Manila Province, Republic of the Philippines, April 18. The event was part of Balikatan 2009, an annual bilateral activity in which U.S. and Philippine militaries learn from one another as well as help the local communities through humanitarian efforts.
