Ibarra, commanding officer of the guided-missile cruiser USS Port Royal (CG 73), during a change of command ceremony at Joint Base Pearl Harbor-Hickam. During the ceremony, Weilenman was relieved of command of USS Port Royal by Ibarra. Weilenman commanded USS Port Royal from March 2011 to October 2014.
