    Coast Guard Master Chief Boatswain's Mate Bill James, officer in charge for USCG Sea Horse, welcomes Master Chief Petty Officer of the Navy Rick West for a tour of the ship. Sea Horse is homeported in Portsmouth, Va., and is in Washington, D.C. for support of the 2009 Presidential Inauguration.
