Col. Joseph Shrader speaks during the Marine Corps Systems Command change of command ceremony July 11 on Hospital Point aboard Marine Corps Base Quantico, Va. Shrader assumed command of MCSC from Brig. Gen. Frank Kelley, who served as commander since July 2010. Shrader, a native of Princeton, W.Va., served two previous tours at MCSC as a deputy program manager, product group director and program manager.
