John Bass (left), team leader of Provincial Reconstruction Team – Baghdad, expresses his thoughts about the importance of the memorandum of understanding he was about to sign at Forward Operating Base Blackhawk Jan. 14. The MOU was created to establish project development, execution and turn over procedures for U.S.-funded infrastructure and services projects in and around Baghdad. In addition to Bass, the agreement was also signed by Mueen Al-Kadhimi, Baghdad provincial chairman; Hussein Al-Tahan, governor of Baghdad; Maj. Gen. Jeffery Hammond, commanding general of Multi-National Division – Baghdad and the 4th Infantry Division; Maj. Gen. Michael Eyre, commander of Gulf Region Division, U.S. Army Corps of Engineers; and Rear Adm. Kathleen Dussault, commander of Joint Contracting Command – Iraq/Afghanistan.
