Howe, a U.S. Naval Academy, Naval Postgraduate School and National War College graduate, holds dual Master of Arts degrees in national security and reports from his most recent assignment as commander of Special Operations Command, Pacific. Carter departs the NWC following his appointment to vice admiral and assignment as superintendent of the U.S. Naval Academy in Annapolis, Md.
