Philippine Army Pfc. Henry Ricafrente, top, and U.S. Air Force Staff Sgt. Virak Dara tie rebar May 2 in Guinobatan, Albay province, Philippines. The project is one of five engineering civic action program missions being completed as a part of Balikatan. This year marks the 30th iteration of the exercise, which is an annual bilateral training exercise and humanitarian civic assistance engagement designed to strengthen the partnership between the two allied nations.
