This index map from 1988 shows navigation projects - to include small ports and harbors - in New England, which the U.S. Army Corps of Engineers is responsible for. Twenty percent of the total national economic benefits for fisheries comes from these small ports and harbors, according to a 2010 study by the National Oceanic and Atmospheric Administration.
