Maj. General Jeffery Hammond, the commander of Multi-National Division - Baghdad and the 4th Infantry Division, speaks to the attendees at the signing of the Memorandum of Understanding at the Gulf Region Division Headquarters in the International Zone, Oct. 20, 2008. The agreement outlines structure and partnership guidelines which will help facilitate and streamline infrastructure construction activities in Baghdad. The coordinated effort will help accelerate project completion and standardize efforts on existing and future construction. This MOU establishes project development, execution, and turn-over procedures for U.S. funded projects, and establishes a mechanism for joint oversight and coordination of future efforts. Hammond was joined at the event by, from left to right, John Bass, Baghdad Provencial Reconstruction Team director, Maj. Gen. Michael Eyre, GRD commander, and Dr. Saber Nabet Al-Essaw, Baghdad mayor.
