Equipment Operator 3rd Class Elizabeth Andrews, assigned to Naval Mobile Construction Battalion 3's Construction Civic Action Detail in Tonga, holds Bennie, a local child whose family feeds the Seabees lunch, while on the job site. Seabees are working with the Tonga Defense Force to build a 710 square-meter community hall and disaster response center. The CCAD's mission is to execute engineering civic assistance projects, conduct formal training with the host nation, and perform community relations events to help enhance shared capabilities and improve the country's social welfare.
