Maj. Gen. John F. Kelly, commanding general, Multi National Force - West; Gov. Ma'amoon Sami Rashim Alawi, al-Anbar's provincial governor and Maj. Gen. Murthi Mush'hen Almhalawi, commanding general, al-Anbar Iraqi security forces, along with members of the al-Anbar Provincial Government gather in the mayor's office at the Anbar Governance Center in Ramadi prior to signing a Command and Control Memorandum of Understanding accepting control of security in the province on Aug. 26, 2008. Gov. Ma'amoon and Maj. Gen. Murthi signed the document in preparation for total Provincial Iraqi Control scheduled for the near future.
