Former Soviet submarine Juliett 484 and Landing Craft Utility 1647 are moored at Collier Point Park. Mobile Diving and Salvage Unit 2, a U.S. Army Dive Company and a Naval Sea Systems Command support unit used lift bags and pontoons, in combination with eight dewatering pumps to lift the submarine. This training exercise is part of the Department of Defense Innovative Readiness Training program. Through IRT, military divers receive training by taking part in real-world, community-based projects. IRT and civil-military projects improve military readiness and benefit the local communities.
