A person standing on a dock or platform is handling a teal/blue rope attached to recovered objects, while a scuba diver in the water assists from below. The objects on the wooden platform appear to be encrusted rocks or artifacts, possibly retrieved from an underwater site. This appears to be an underwater recovery or archaeological salvage operation.

More than a dozen soldiers from the 7th Engineer Dive Detachment, 130th Engineer Brigade and construction contractors from Sea Engineering Inc. conducted underwater repairs, Nov. 4-22, to the tsunami damage at Keauhou Small Boat Harbor. For the 7th Engineer Dive Detachment, this was an opportunity for the divers to train and remain proficient on one of their wartime missions: performing port construction and the rehabilitation of waterfront facilities. For those who use the harbor, it provides added safety after the March 11, 2011, tsunami.
