Susanne Koelbl, a reporter with Der Spiegel, a German weekly news magazine, talks to the participants of the Program on Security Sector Capacity Building Nov. 19 at the George C. Marshall European Center for Security Studies in Garmisch-Partenkirchen, Germany. Koebel, whose focus includes military and state reporting, spoke for about 45 minutes and took questions from the group. The Marshall Center program provides a forum for partner and allied countries, as well as states recovering from internal conflict, to lean to reform and build successful and enduring security institutions and agencies.
