Army National Guard, connects the chains and other protective gear to a civilian vehicle during Palmetto Lightning Nov. 2, 2013. The soldiers practiced connecting their Medium Tactical Vehicles to civilian vehicles in preparation to assist other state agencies during potentially problematic winter weather. Elements of the S.C.
