Ens. Justan Caesar, assigned to the amphibious dock landing ship USS Tortuga (LSD 46), hands supplies to a Royal Malaysian Sailor during a community relations project at the Tengku Ampuan Fatimah orphanage during the Malaysian phase of Cooperation Afloat Readiness and Training 2008. CARAT is an annual series of bilateral maritime training exercises between the United States and six Southeast Asia nations designed to build relationships and enhance the operational readiness of the participating forces.
