Brig. Gen. Paul. J. Kennedy shakes hands with Rear Adm. Jaime S. PHIBLEX 14 is an annual, bilateral training exercise focused on enhancing the already high-level of interoperability between the Philippine and U.S Marine Corps. Bernardino is the vice commander of the Philippine Navy. Kennedy is the commanding general of the 3d Marine Expeditionary Brigade.
