Uganda People's Defense Force officers attending a military decision-making process and information operations course at the Junior Staff College conduct a key leader engagement exercise to enhance their capability to operate with foreign community leaders or other key members within an operating area, Gadafi Barracks, Jinja, Uganda, July 10, 2013.
