U.S. Army Reserve soldiers of Alpha Company, 425th Civil Affairs Battalion, based in Encino, Calif., conduct an assessment of a fire department in Upland, Calif., as part of their two-week long annual training. Soldiers put their civil affairs skills to practice in a scenario-based situation where a tsunami devastated the West Coast; their job was to work with local officials to assess their disaster response plan and capabilities to set up dislocated civilian camps.
