    Petty Officer 1st Class Austin West, a machinery technician with the Coast Guard Pacific Strike Team, explains the procedures required to operate the hydraulic pump for an oil skimming system to Lt. Brent Fike, the Coast Guard Research and Development Center safety officer, and Petty Officer 1st Class Kenneth Cook, a boatswain's mate aboard the Coast Guard Cutter Healy, while the icebreaker is underway in the Arctic Ocean Sept. 9, 2013.
