Richard during a change-of-command ceremony at Offutt Air Force Base, Neb., Dec. 09, 2022. Secretary of Defense Lloyd J. Austin III will be the presiding official for the change of command. U.S. Navy Adm. Christopher W. Grady, Vice Chairman of the Joint Chiefs of Staff, will also attend.
