ISA’s predecessor, the Defense Communications Agency was established in 1960. DCA’s first mission was to manage the Defense Communications System and its first practical implementation was in Southeast Asia. In 1964, the DOD tasked the DCA with establishing and maintaining both voice and data communications throughout the region. In response, DCA created the secure phone-based AUTOSEVOCOM, the Integrated Wideband Communications System (IWCS) and a stationary base known as DCA-Southeast Asia Mainland (DCA-SAM). This powerful network of communications support lasted throughout the Vietnam War.
