The U.S. Army Corps of Engineers Jacksonville District's Antilles office is constructing this project for Puerto Rico Army National Guard, Camp Santiago. The Joint Training Center, to provide barracks, a dining facility, and three battalion headquarters in Salinas, Puerto Rico.
