U.S. service members participating in exercise Balikatan 23 held a basic lifesaving course for the community at Dipaculao, Aurora, Philippines, April 21, 2023. The Dipaculao Police Department hosted a basic lifesaving course for Aurora Province leadership and youth, inviting U.S. and Philippine service members participating in Balikatan 23 to help educate community members on lifesaving steps in the event of a serious injury. Balikatan, Tagalog for “shoulder-to-shoulder,” is an annual bilateral exercise between the Armed Forces of the Philippines and the U.S. military. The exercise provides unique opportunities for participating forces to increase interoperability and provide tangible benefits for the people of the Philippines. Humanitarian civic assistance projects support local communities in the Philippines and strengthen our partnership.
