In 1972, the largest government contract given for a major art project since the 1930s went to Arvid Orbeck, a prestigious Norwegian graphic artist, designer and sculptor based in Portland. He and his wife, Shirley, installed large, commissioned artwork all over Oregon and the Gorge, including Bonneville, The Dalles and John Day dams.
