The Army takes its role in dealing with racism seriously; it impedes our readiness,
and is a threat to national security. Racism is a condition of the heart that may be
acted upon consciously or unconsciously in immeasurable ways throughout our
society. Because it is a condition of the heart, racism cannot be legislated against.
And it cannot be incarcerated. But, what we can do is strive to eliminate it
through education.
