Haffly got in the water, broke the back window of the vehicle and the victim expressed that he was having difficulty breathing. Haffly positioned the victim to ensure he was able to breathe and then assisted as Emergency Medical Crews made it to the scene. Staff Sgt. Cody Haffly's used his training as a firefighter and a tactical air control party member to get to the victim and treat him until EMS could arrive.
