    A review of sweeping reforms and improvements in the Army’s on-post housing program took place Jan. 14-16 to determine the way forward in setting a re-investment strategy for long-term quality quarters on installations.

    The Army’s first Housing Summit took place at Army Materiel Command Headquarters at Redstone Arsenal, Alabama, with commanders from about 60 worldwide installations reporting via teleconference. The leaders went installation-by-installation, discussing the current condition of housing units, future plans for housing re-investments, and policies, processes and practices that need to be addressed to ensure the long-time viability of housing. The summit allowed Army leaders to identify challenges that are trending across multiple locations, such as modernization of historic housing, fluctuations of Soldiers’ housing allowances and forecasting funding for preventive maintenance as housing units age.

    The goal of the Housing Summit was to pinpoint strategies to ensure Soldiers, Civilians and their families have safe, secure and quality on-post housing, both now and into the future.

    Representatives of the Army’s seven privatized housing companies, as well as senior Army leaders attended the summit, hosted by AMC Commander Gen. Gus Perna. The privatized companies, part of Army Housing’s Residential Communities Initiative, manage about 87,000 homes at 44 installations. The Army manages another 13,000 homes and 6,700 Soldier barracks through AMC’s Installation Management Command.

    Since March 2019, Army Materiel Command has set conditions for improvements, beginning with visits to 100 percent of housing units, the establishment of 24/7 housing hotlines at every installation, and quarterly town halls hosted by installation leadership. In July 2019, more than 25,000 residents provided input through the Resident Satisfaction Survey that gave the Army insight into housing experiences and further pinpointed issues that needed to be addressed. In addition, an Army Inspector General report yielded feedback to improve housing.

    Significant Army Housing initiatives in 2019 included: increasing quality assurance checks on work being done at homes; creating mobile apps for residents to submit and track work orders; revising the incentive fee structure for private companies to better account for resident and leadership feedback; regular meetings between Army leadership and company executives; and establishing a Resident Bill of Rights, expected to be signed later this month.
