The view that Germany was the more dangerous of the Axis powers was a foundation of Allied strategic planning assumptions at the Arcadia Conference, held in Washington, DC, in late December 1941. Thus, an eventual large-scale Anglo-American landing in northwestern Europe was seen as inevitable.
