Thai Lt. Gen. Siravuth Wongkantee, director of Joint Civil Affairs, Royal Thai Armed Forces, officially opens the second annual Humanitarian Assistance and Disaster Relief Tabletop Exercise (HADR-TTX), as part of the 38th annual Thai-U.S. co-sponsored Cobra Gold Exercise, with an opening ceremony, Feb. 11, 2019, Phitsanulok Province, Thailand. The HADR-TTX is in collaboration with Mr. Joseph Martin, director of U.S. Indo-Pacific Command's Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DMHA), Thai Maj. Gen. Jaras Panyadee, chief of staff, 3rd Army area, and with seven other participating nations.
